Bitbucket has a native tool of informing all its users on some events right on the top of the page by setting a global announcement banner. Yet this feature is visible for everyone as long as it is turned on with very little customization available.
Project announcement add-on allows setting a notification banner for each project individually.

Project administrator can access a menu where he/she can set a panel that may be visible only on current project pages. Go to Project settings → Project Announcement

How to create project banner:

I. Select mode
Add-on lets you create banned using via two modes by choice:
Smart
Advanced
Â
Depending on the selected mode different approaches to creating banner are available. See below.

II. Add banner content
Â
Smart
This mode is designed to put as little effort in making banner as possible. Just type your text in the Announcement banner field, select banner icon and background color by pressing the corresponding buttons.
Rich text can be inserted using markdown syntax.

Advanced
For those who prefer maximum configurability Advanced mode is available. This mode requires knowledge of HTML where project administrator can create visual look as required.

III. Set Visibility
Banner visibility can be changes depending on the target audience. Whether you want everyone to see the banner over the project related pages or disable it for everyone, just pick the option needed:
Public — Show to anyone
Private — Show to logged in users only
External — Show to anonymous users only
Disable — Will not be displayed

Please note, banner visibility is set to "Disable" by default.

IV. Save changes
When banner text ready and visibility is set press Save button to apply changes.
Â
Deleting banner can be done by using Delete button.
